Sub:    Appeal to 1st appellate authority under RTI Act 2005.
Sir,
            I had sought some information under RTI Act vide letter dated 09/03/2013(copy enclosed in annexure I).. In response to my letter, I have received a reply vide annexure-II from the CPIO & Under Secretary (CS).  However, the reply has not communicated the information which I actually sought for.  In this respect I would like to put up the issue in chronological order for your kind reference please.
The Sixth Pay Commission has recommended improvement/upgradation of the Pay Structure/Grade pay of almost all cadres of Government of India Offices. But the Pay/Grade Pay of LDC & UDC, who is working hard to run the administrative offices especially the Subordinate Offices smoothly, has been downgraded. In the mean time the Pay Commission has raised the educational and technical qualifications of a person to get selected to the post of LDC viz. educational qualification from Matriculation to 10+2 and proficiency in computer education etc.  Implementation Committee of the 6th Pay Commission at Government level has also not cared to bridge the gap. Aggrieved over the severe lapse, Shri TKR Pillai, General Secretary, All India Association of Ministerial Staff (Group C), Ministry of Statistics & Programme Implementation has sent an appeal to the Prime Minister, Government of India vide letter dated 16/04/2010 and requested the upgradation of the  grade pay of the UDC & LDC to Rs. 2800 (copy enclosed in Annexure III). And the aforesaid appeal was forwarded to the Secretary, Department of Personal & Training for action vide PMO Office letter PMO ID No. 4/3/2010-PMP4/158890 dated 18/05/2010 (Copy enclosed in annexure IV).
1.      When action on the matter has visibly been not taken till 2012, Shri A.H. Lokhande, Jabalpur has sought the action taken report under RTI (copies enclosed V). But both CPIO & appellate authority vide letter No. 20/2/2012-Estt(Pay-1) dated 29Aug 2012 & letter No 20/2/2012-Estt(Pay-1) dated 23rd Oct 2012 respectively have confirmed that the said letter was not received at  DoPT and as such no action taken report can be given(copies enclosed VI).
2.      Subsequently, the undersigned has obtained a copy of the acknowledgement in confirmation of the receipt of Shri TKR Pillai’s letter at DoPT from the PM Office (copies enclosed VII). In the light of the said acknowledgement, a letter seeking the copy of the action taken report/Noting drafting under RTI was sent to the CPIO DoPT vide letter dated 09/03/13 (Copy enclosed VIII).
3.      Meanwhile, when a reply from the aforesaid letter was not received till 22/04/13, a  letter addressed to Ms Anshu Sinha, Deputy Secretary (AUD-1) Room No. 215, A/I, DoPT, North Block, New Delhi was sent vide letter dated 22/04/2013 (copy enclosed in Annexure IX).
4.      On 25th April 2012 I have received a letter from CS Section of DoPT, which has not given the pointed reply I sought and as such the same is not convincing.
It is therefore requested to please look into the matter and supply a copy of the action taken report on the appeal of Shri TKR Pillai, General Secretary which was forwarded  to DoPT vide PMO letter No. 4/3/2010-PMP4/158890 dated 18/05/2010. Also the copy of the noting/drafting regarding disposal of the aforesaid letter may be supplied.

Lokhande has not been received in this Division. Further CS division deals only with LDCs and UDCs of Central Secretariat Clerical Service and as such there is no proposal as of now for revision of grade pay of LDCs and UDCs of CSCS as per the records available in the Division.

                If not satisfied, you may prefer an appeal to Appellate Authority, Director (CS.II) within 30 days of the receipt of this letter.

Sir,
                A letter under RTI Act 2005, requesting the supply of a copy of the decision taken by the DOPT on the letter forwarded by the Prime Minister’s Office vide PMO ID No. 4/3/2010-PMP4/158890 dated 18/05/2010 was sent to the Central Public Information Officer, Department of Personal & Training vide letter dated 09/03/2013 (copy of the letter along with enclosures in Annexure I to V enclosed). But I have not received any reply from the concerned CPIO till date.
                In the light of the above, I request you to kindly direct the concerned CPIO to provide the information as sought at the earliest.

                This is in reference to the reply given to Shri A.H. Lokhande, Jabalpur in connection with the Upgradation of grade pay of LDC & UDC in the Administrative branch of Government of India Offices (Copy enclosed in annexure I & II). In this connection, the Prime Minister's Office has informed that the letter as referred by Shri Lokhande has already been sent to the DOPT and the proof of the receipt of the same at DOPT has been  supplied (Copy enclosed in Annexure III,IV & V).
                In the light of the above, it is requested to please supply a copy of the decision taken by the DOP&T on the aforesaid letter. 
                Please also supply the noting/drafting made on the aforesaid letter by the DOP&T till date from the date of receipt of the letter at DOP&T.

  2. thanks sir i am also working in delhi govt. as LDC and as we all aware that LDC and UDCs are the beckbone in the Bureacracy but our salary is too low and in these conditions it is very difficult to survive.

  4. Sir,
    Please laga raha LDC and UDC poor paid and poor grade employee. Sarkar akdin samja ga hamara dukh. LDC & UDC ka kohi kam nahe karta. Hamara sa assa to Carpenter ha jinka grade pay Rs. 2400/- ha. Desh ka accounts samalna bala ka grade pay ha 1900/- maf karna 1900/- ka aga Rs. nahe lagaya ku ki ap samaj gaya.

Sir thanks i m also ldc hum clerks ki koi value ni hai kya jitna hum clerks work karte hain na shaayad koi or kre to usse pta chlega . sir 1900 grade pay hai to kaam bhi fir utna lena chahiye na . sbka individuals ka acount .bills.payment. sb kuch to hum krte hai or salary km hai plz sir try to indrstand hmary bhi family hai . me ye nai kehta ki hume 30000 do jitna kaam aap lete ho km se km utni to do.

  6. Thanks for giving a voice to us. It is true that in this 6th pay commission the MTS staff were upgraded but the LDCs and UDCs were not moved a inch further. The tough job which we are doing is not justified by our emoluments. This only demoralise us. The fact is that we are not in a position to raise our voice through a valid platform. We must unite for this cause. The administration has to feel this. If not this time, then the gap will only increase with the coming pay commissions like cancer virus.

    khas kr ldc/udc ke liye itna kuon km.iska 4600 gp hona chahiye . kam jyada to paisa jyada.

  9. Dear Sir,
    What I believe from V pay commission on wards the gap between rich and poor is increasing because the slab system for calculation of DA was removed. We have to think that what was the gross pay of a employee at the time of IV pay commission. Whether the corresponding increase has happened for the V and VI pay commission. If not the present pay system will increase the gap between rich and poor.

  10. The grade pay of LDC should be 2800 and UDC to be 4200. Already some of the department have fixed the grade pay of Rs.4600/- for Assistants. I am strongly objecting present grade pay of LDC and UDC. When one LDC is selecting for the post after two tier examination and thereafter skill test he is drawing less grade pay than the constable (Grade pay 2000)latter selecting on matriculation (X standard)whereas one LDC with the Intermediate. When UDC is selecting with the minimum qualification Graduation their grade pay should be atleast 4200/-. Now a days the responsibilities of LDC and UDC is increased but their grade has not been upgraded. It is shameful to all the LDCs. The Govt. should be attentive about the miserable salary structure of LDCs, while the peon is drawing 1800 grade pay and how it is justified the grade pay of LDC Rs.1900/-. It is more shameful that even after completion of 10 years they will have been given 2000 grade pay. Modified Assured Career Progression Scheme only 100/- Rs. more than the grade pay drawing for 10 years before. Morever LDC and UDC of some of departments are doing stenographic duties (as most of the cases dealing with computers) in addition to their regular duties. Hence we are humbly requesting the govt. to upgrade the grade pay of LDC and UDC as early as possible.

    We all LDCs & UDCs are waiting for upgradation of grade pay case which is already late. Our association should be very serious to solve these types of problems without further delay. Because, LDCs & UDCs are the main bone in the body of government department, as they are all doing the major administrative works. Kindly consider the case of LDC and UDC very seriously & fast. It is very surprising and hurtful news for clerical staffs that the merger of LDC and UDC granting Grade Pay of Rs. 2800/- is not discussed in national anomaly committee in its meeting held in January, 2013 also. And the date for the next meeting is also not fixed in near future. so it is requested to the Central Government as well as Our associations/federation to take this matter on top priority. Please put action on this serious matter of upgration/merger LDC/UDC. We have been facing injustice by Govt. Today most of the departments appoint the LDCs with not less than graduation and computer skills but they are paying only Rs.100 more than that of a peon. Govt should be justice to lower division clerk they are not less than any other officers they are equally educated atleast their salary should be higer pay band given by Govt. Mr. Pillai, We are requested you to pursue and take up the matter in the Anomaly Committee . We are already too late.

  12. Hello Pillai Sir, am really impressed upon the efforts you take for recognition of clerical category. I take this opportunity to thank you for your efforts. Government/VI CPC Committee has placed us at par with labourer/cook/watchman/safaiwala/messenger etc. Better we demand to deploy us in any of these jobs than struggling with policies, files, rules etc. in the office answerable to right from topmost officials to low paid employees. We are struggling to gain honor for our hard work from selfish Bureaucrats.
