UPGRADATION OF GRADE PAY OF LDC & UDC- A STEP FORWARD


BORDER ROAD ORGANISATION (BRO) SUBMITS THE HIGH COURT OF PUNJAB & HARYANA, CHANDIGARH THAT “...organisation accepts the position that the Government is considering the same since more than last one year and yet no decision has been taken”.

SHRI ABHIMANYU KUMAR & 58 OTHER LDCS OF BORDER ROAD ORGANISATION FILED A CASE FOR UPGRADATION OF GRADE PAY LDC FROM 1900 TO 2400 IN PUNJAB & HARYANA HIGH COURT CHANDIGARH - CWP NO. 14193/2014. COPY OF THE INTRIM ORDER ISSUED BY THE COURT IS GIVEN BELOW:

Abhimanyu Kumar and ors v UOI and others

Present:- Mr.ADS Jatana, Advocate for the petitioner
  
Petitioners, who are 59 in number, are working on the post

of Lower Division Clerks (LDC) with General Reserve Engineering

Force (GREF) which is a Border Road Organisation. After the

acceptance of the recommendations of the Sixth Pay Commission they

have been kept in Pay Band-I of Rs.5200-20200 with Grade Pay of

Rs.1900/-. They are seeking upgradation of their Grade Pay to

Rs.2400/- as granted to other cadres in the same Pay Band and pay

scale of other Central forces.
  
By referring to Annexure P-5, it is submitted that the

organisation accepts the position that the Government is considering

the same since more than last one year and yet no decision has been

taken.

  1. Well done Shri Arvind Shinde. You have written a very good representation, depicting the problems faced by the LDC/UDC of the Govt. of India. I cannot stop praising you for the wonderful action taken by you as a strong representative of the poor LDC/UDC. In my opinion, the representation should have been addressed to the President of India, who is the Supreme Authority in taking any decision regarding the Central Govt. employees with copies to the Secretaries of Defence/Finance/DOPT.

  3. This is really a bold initiative taken by an individual, otherwise till date we are not able to write to the head of the employer directly out of fear of CCS Conduct rule. But however, instead of appeal/petition to the higher authorities showing our helplessness, miseries are become a lot. We are victim of injustice and exploitation from the successive pay commissions. Now it is a right time to show our strength. If all the ministerial staff of the country (The union Government and State Government) what so ever the department concern unite and form a common association and demand for our legitimate right for higher grade pay and special pay for performing responsible, quality and quantity of works, the Government will be bound to think for it, as, if all the ministerial staff will go for indefinite "PEN DOWN STRIKE" where a staff will not touch PEN & PAPER though he will remain present in the duty place. The whole offices throughout the country will be paralyzed. No one (Officer, Employer, Teachers, Force, MLA, MPs, etc) will get salary as we are the persons responsible for preparing, uploading salaries. The whole government system will be paralyzed.
    This is absolutely possible in this modern era. Everyone of us is having atleast a mobile with number. Hence, we should collect the mobile numbers of each and every member department-wise and all communication should be through mobile messessing, internet networking.
    In NVS our strength is about 25,00 including LDC, UDC, OS and SO. Similarly therefore KVS, Tebetian Schools, Railways Depart., Postal Depart., Defence, BRO, etc.

  4. God Bless U Shinde Ji . May god bless u and our poor LDC....In these LDCs are much depressed due to their lack of financial ignorance by the DOPT..
