Reply by DOP&T regarding merger & Upgradation of the posts of UDC & LDC

Dear friends,
Shri Pinaki Acharya, UDC, SDRD Kolkata and JCM Member of this Association has received a reply from DOP&T for his application dated 3/1/2011 seeking information under RTI in connection with the merger of the post of LDC & UDC and upgradation of grade pay to Rs. 2800/. In this connection, DOP&T in its reply has flatly denied of receiving any application from any of the Associations/Departments so far. Where as the application addressed to the Hon'ble Prime Minister of India on this subject by our Association has already been forwarded to the
DOP&T by the Hon'ble Prime Minister's Office. Moreover, we had sent a letter to the Secretary, DOP&T vide letter dated 2/Assn/GS/2010 dated 28/10/10 wherein the demand was reiterated and a copy of the letter sent to the Hon'ble Prime Minister was also forwarded. However, DOP&T has admitted that the upgradation of the grade pay of UDC & LDC are under consideration of the Anomally Committee of DOP&T. Shri Pinaki Acharya, UDC is being requested to sent an appeal in view of the fact that this Association had clearly demanded the merger of the posts of UDC and LDC and upgradation grade pay to Rs. 2800 in the aforesaid letters. Please refer to your RTI application dated 3/1/2011 (received in this Division on 21/1/2011 through Ministry of Statistics & Programme Implementation vide their letter No. 34019/1/2010-RTI dated 11.1.2011). Point wise information is furnished as under:

2. With regard to point (A), it is informed that this Department has not received any memorandum/request from any Central Government Employees Associations/ Department for merger of the post of LDC & UDC. However this Department has received representations from Associations for up gradation of the grade pay of LDCs & UDCs of CSCS cadre. The issue regarding up gradation of the grade pay of LDCs & UDCs is being examined by the Anomaly Committee of the DOP&T. Further, a proposal to allow grade pay of Rs. 4200/ in Pay Band 2 to UDCs of CSCS and Stempgraphers Grade 'D' of CSSS who have completed 4/5 years of approved service in the grade, w.e.f. 1/1/2006 is under examination of this Department in consultation with the Ministry of Finance.

3. With regard to point B, a copy of your RTI application is being forwarded to concerned CPIO i.e. Under Secretary, Estt. (D), DOP&T, North Block, New Delhi as the subject matter related to implementation of MACP Scheme pertain to them.

4. Appeal, if any, may be made to Sh. Rajiv Manjhi, DS(CSII), 1st appellate Authority, CS-II Division, DOP&T, 3rd Floor, Lok Nayak Bhawan, Khan Market, New Delhi within 30 days from the receipt of this letter.

Sub: Seeking information under Rule-6 of the Right to Information Act, 2005
Sir,
I request you to provide the following information under Rule-6 of the Right to Information Act, 2005:
(A) (i) Whether DoP&T has received any memorandum /request from Central Government Employees Associations/ Departments for merger of the post of LDC & UDC/ upgradation of the grade pay of LDC & UDC, posted in Government of India Offices?
(ii) If yes, the recorded decision taken on the issue may be intimated.

(B) (i) Whether DoP&T has received any memorandum/request from Central Government Employees Associations/ Departments to redress the grievances faced by the LDCs and UDCs in the wake of implementation of MACP Scheme, allowing the group C (existing group D) to surpass the pay structure granted to the LDC & UDC by the 5th CPC.

(ii) If yes, the recorded decision taken on the issue may be intimated.Necessary fee of Rs.10/- has been remitted to the NSSO (SDRD), Kolkata, a copy of the money receipt is enclosed.

  1. so it means there is not any letter forwarded to dopt regarding merger of the post LDC & UDC from AIAMS. and there will not be any relief to LDCs as far as their grade pay is concerned.

  2. when the up gradation of grade pay of CSCSS is considered it is un-justified if the same is not considered in the sub-ordinate offices where employees do equal work or more in light of large number of vacancies

  3. The UDCs/LDCs have already harassed in earlier CPCs whereas the parallel posts have been upgraded. The responsibilities has now become doubled since the authorization of these trades have continues been reduced whereas the responsibilities have been increased. Even they were asked to do the job of a translator because of non authorization of translator in the departments. But in case of pay and allowances they were in the line of Group 'D' employees. This issue has now taken seriously and jointed hands to take action against this injustice if the upgradation is not considered immediately.

  7. Now the time has come to join hands for all the illogical and stepsons behaviour with secretariate and other Dept. Ministeiral Cadre. We should unite and make a effort to fight against injustice since we are becomming more & more backword after every pay commission. We ministerial staff deals in court case, policy mater, making correspondence in every language and after all this it said that they are just matric passed people. Now we are in the worst position. The pay commission has not given any relief to we people and neither seems to be in future. We should now understand the only the of Hon'ble Court can give us justice. It is requested to all the senior to share there knowledge for betterment of the ministerial cadre. Now we should go to court and every point in which we can fight should be commmunicated to every ministerial staff so that one plus one become eleven. We should search for ANNA JI for us who will help us to fight against Govt. rude behaviour for all ministerial cadre. Kidly share every information so that one can make basepoints for court case.   8. where is the problem? aiaoms can give the precise detail so that each ministwerial staff can get the real position. udcs must be given after 4 years to 4200 grade pay and assistant 4600.

  11. I am a Typist in Railways from South India Eventhough we are qualified for more than clerk we are not getting any upper class benefits so farin Typist Cadre in Railways We are also don't know to whom to represent

  12. appointed as ldc in 1985 then promoted to UDC(storekeeper) in 1995
    presented deptt. granted me GP Rs.2800/- from 01/09/2008. First granted me 2nd ACP from 01/09/2009 GP rs.4200/- again granted 2nd
    MACP from 01/09/2008 and withdraw GP rs.4200/- I am a great sufferer
    from VI CPC.

    2ND ACP FROM SEPT 2009, DEPTT. CANCEL MY ACP BENEFIT(4200/-)
    AND GRANTED MACP FROM SEPT 2008 WITH GRADE PAY Rs.2800/-
    GOVT. CAN ALLOW OPTION FOR CHOOSING BETWEEN 2ND ACP OR 2ND MACP
    FOR ALL UDC/STOREKEEPER. LOSSES 3 YEAR IN MACP AS IT IMPLEMENTS
    ONLY FROM SEPT 2008. BUT I HAVE COMPLETED MY 20 YEARS IN 2005.
    OTHER SENIORS GET BENEFIT OF ACP IN 24 YEARS WITH GP 4200/-
